PUBLIC OFFER

for the use of the "Price Monitoring" mobile application

Effective date: May 20, 2026

1. General Provisions

1.1.

This document constitutes an official public offer by the Antimonopoly Regulation Service under the Ministry of Economy and Commerce of the Kyrgyz Republic (hereinafter referred to as the "Operator") to users of the "Price Monitoring" mobile application (hereinafter referred to as the "Application") and defines the terms and conditions for using the Application.

1.2.

Installing, registering, or using the Application constitutes full and unconditional acceptance of this Public Offer by the user.

2. Purpose of the Application

2.1.

The Application is intended for submitting complaints, reports, and appeals regarding price increases of socially significant goods within the Kyrgyz Republic.

3. Terms of Use

3.1.

The user agrees to:

provide accurate and truthful information;
not use the Application for distributing false, offensive, or unlawful information;
not perform actions that may disrupt the operation of the Application;
comply with the legislation of the Kyrgyz Republic.

4. Registration and User Data

4.1.

To access certain functions of the Application, the user may provide:

name;
phone number;
email address;
geolocation data;
photographs and other materials.

4.2.

The user is responsible for the accuracy of the provided information.

5. Personal Data Processing

5.1.

Personal data is processed in accordance with the Application’s Privacy Policy and the legislation of the Kyrgyz Republic.

6. Limitation of Liability

6.1.

The Operator shall not be liable for:

temporary interruptions or failures in the operation of the Application;
inability to use the Application for reasons beyond the Operator’s control;
unlawful actions committed by users;
the content of reports and complaints submitted by users.

7. Intellectual Property

7.1.

All rights related to the Application, including software, design, text, logos, and other elements, belong to the Operator or are used legally.

7.2.

The following actions are prohibited:

copying or distributing Application materials without permission;
decompiling or modifying the Application;
using the Application for unlawful purposes.

8. Service Availability

8.1.

The Operator reserves the right to:

modify the functionality of the Application;
temporarily suspend operation of the Application for maintenance;
update the terms of this Public Offer without prior notice.

9. Governing Law

9.1.

This Public Offer shall be governed by the legislation of the Kyrgyz Republic.
